California 281

California 281 is Soda Bay Road from California 29 north to Riviera Heights south of Clear Lake and southeast of Kelseyville.

Legislatively, California 281 is proposed for extension west from the Riviera Heights subdivision past Konocti Harbor, Buckingham, and Kelseyville into Lakeport. Currently, county-maintained Soda Bay Road provides this connection, but it could be upgraded to state highway standards and added as an extension to California 281 in the future. However, no current plans for such an upgrade are known.
