What would help most along this section of Lombard would be to synchronize the traffic signals. I read somewhere that the city of San Francisco was having issues with the inductive loops failing. Instead of replacing the loops they were just putting the traffic signals into timer only mode. New loops will have to be installed when the roadway is repaved, so perhaps this will help things.
Also, this stretch of Lombard is one of the few divided streets in San Francisco that allows left turns on weekends and at non-peak weekday hours. Most other divided streets always ban left turns or allow them only where left turn lanes are present. The traffic volume on Lombard has reached a level where this causes safety and operational issues.
There is also a project just south of here on US 101 to add Bus Rapid Transit lanes to Van Ness Avenue. The roadway is currently 3 lanes each way and will be narrowed to 2 lanes each way with a center median for the BRT lanes. Construction for this project was supposed to start in December 2015, but has been pushed back to "Early 2016." As of today (March 30, 2016) there has been no visible work.
