Wow, I can't see how they'd need that much land to truly modernize that interchange.  Even if you wanted to add a bunch of nice ramp braids between nearby service interchanges, there's enough room already.  Just a few extra feet here and there could turn that into a four-level stack with a sophisticated c/d or braided setup on approach.

Couldn't find specifically what's proposed at the Mixmaster, but likely related to whatever's eventually happening, Iowa DOT is planning to replace the overpasses immediately north and west (NE 54th Ave and NE 22nd St respectively) in the next 2 years.

It looks like the land that they're proposing to acquire is just a sliver about a mile east of the interchange.

It looks to me like Iowa is trying to add to the sweeping trend of converting abandoned railroad grades to bike paths.  Google maps shows a bike path coming in from the east and forming a dead-end at 29th St, just to the east of the interchange.  My guess is they're planning to convert more of the old tracks into the bike path as they extend it west towards town.  https://www.google.com/maps/@41.6534081,-93.5655492,15.5z
