No, let all numbers stay in play forever.

And a question....what about shields that have hidden route numbers?  I'm talking about stuff like Florida's Turnpike and the Turnpike Extension which would have a hidden number of 91 in addition to 821.  Have we ever discussed what we want to do with these shields?...or are we just not going to do them?
