Even then, the second 'this' doesn't require stop signs. Philly has a street grid, and when they modify the grid for something like a runway, they don't remove signage that's unnecessary anymore. Even the crosswalks are left there, even though there's no intersection and no reason to be on the airport side of the street anyway.
