last time i was by there, a fence was around it to prevent access, but did not appear to actually be locked.

Some county bridges in my rural area (SW Iowa) are weight limited due to deck concerns, not the actual structural strength of the bridge. 

Planks are sturdy for decades, but you get to the point where time and the elements have taken their toll.  Some bridges have been tarred and asphalted over the planks, and then it can be even more difficult to determine how decrepit the planks are getting.

From the video it sounded like the woman who lives on the island has not had the truck out there for years, that may mean that maintence on the bridge stopped after a while.
