CA state route 1 doesn't need any additional freeway on the Cabrillo Highway.

I don't think that the Cabrillo Highway portion of California state route 1 need further freeway improvements for the section from Morro Bay to San Luis Obispo.  No freeway interchanges at Cuesta College or Cal Poly at the city limits of San Luis Obispo.  However it was the city of San Luis Obispo that cancelled the original freeway to U.S. 101 not Caltrans.

Let's not be pedantic. Oh well, I'm not feeling good today, so let's.

What does it mean when we say a freeway has been cancelled? It could mean many things:

  • A bill was passed in the legislature removing the definition of the route.
  • The California Transportation Commission (CTC) voted to rescind the freeway definition.
  • The CTC voted to relinquish the route back to some other entity, or just vacate the route.
  • The CTC never voted to fund construction of the route.
  • The CTC voted to stop funding construction of the route.
  • The CTC voted to stop some earlier phase, such as right of way acquisition or planning and engineering or environmental studies.

What do all these things have in common? They are actions by the state, because, of course, these are state highways.

So let's go to the quoted material and look at what was said.

The City of SLO can't cancel the freeway. They could vote to cancel the freeway agreement. They could convince the CTC to cancel the freeway agreement. They could convince the CTC not to fund some construction phase. They could have their legislator introduce a bill to change the SHC or authorize relinquishment of a portion of the highway.

In this case, Route 1 still exists. The portion in question is defined as "From Route 101 in San Luis Obispo to Route 280 south of San Francisco along the coast via Cambria, San Simeon, and Santa Cruz. "

As for the freeway in SLO, my pages note:

I don't have a record of a freeway portion of Route 1 in the area, nor do I know if a freeway agreement was ever executed with the City of SLO and the freeway just never constructed, although my pages note that SHC 253.2 defines Route 1 as freeway from Route 101 near San Luis Obispo to San Simeon, and that definition was never rescinded since it was added to the Freeway and Expressway system in 1959 (Chapter 1062).

Not unless the San Luis Obispo County didn't want it either, the path would not work with an existing California state route 1 from Cuesta College to San Luis Obispo, this is an expressway with a median in the middle constructed in 2003. There is not much of a need for intersections being upgraded to interchanges from Cuesta College to Cal Poly SLO.  That was my buddy friend Dexter Rickett's idea, not mine.

Note that they could keep it expressway, but depending on the interchange just upgrade an interchange to not have a light. It could all depend whether there was other local access to the road between the interchanges. Recall that's the definition of a freeway -- only access at interchanges, no driveways -- not a big concrete structure. Many expressways are really freeways, in that the CTC would need to approve new connections to them.

I think the city of San Luis Obispo voted as a city council to decide not having the freeway built before and notify Caltrans not to go along with it, before I even moved here, it was DELETED permanently. That is the California state route 1 bypass from Cuesta College to U.S. 101, gone, poof!

It is. JR Cabrillo was a busy guy, landing in various Alta California ports, suppressing Indians, taking names...
I don't think a new CA 1 freeway would be called the Cabrillo Freeway in SLO County.

There was supposed to be a freeway bypass of California state route 1 from Cuesta College to U.S. 101, in San Luis Obispo, CA however the city of San Luis Obispo voted to delete the freeway bypass and with Caltrans it became a thing of a pass.  Cabrillo Highway is also known as Santa Rosa Street from California Men's Colony (a prison) to the U.S. 101/State Route 1 co-signed junction to the Amtrak station, southeast of downtown San Luis Obispo, CA.  All that remains is the original CA 1 from my city to my place of work, (Dental appointments, CHC appointments, etc.) Morro Bay, CA to San Luis Obispo, CA.
