Got a Pittsburgh question: At what time does the morning rush hour traffic ease up to the point where it's relatively easy and painless to drive inbound on the Parkway West and through the Fort Pitt Tunnel and across the Fort Pitt Bridge?
I would say after 10AM you might be fine.
It can vary, as some days it will be thinning out around 9:15-9:30 and others it can be a nightmare all morning especially if there is an accident.
The best advice I can give would be to check 511, traffic.com, or KDKA 1020 or KQV 1410 once you're close enough to receive Pittsburgh radio stations to check the Parkway's conditions.

Also, if you have XM, tune to XM-215. That's Pittsburgh's traffic channel if you're out of range of Pittsburgh's radio channels. But 1410 has traffic on the 8's. Not sure of 1020's schedule.
I do have XM and will probably have my radio tuned to the Pittsburgh channel all morning long.
I remember back during the multi-day Pittsburgh meet, our gathering time was 10 a.m. so as to miss morning rush, so I figured 10 a.m. would be an ideal time.
I need to drive I-279 north out of downtown to clinch it and didn't want to get up too early and get stuck in traffic, when I could use that time for extra sleep. ;-)

When I had XM there were several times I was caught in jams only to discover there was an accident or some other source of congestion that was not being reported.
From the National you should remember that KDKA's reports are done right at the PennDOT Traffic Management Center. Can't get any fresher traffic news than that :).
Don't think this is worthy of a thread of it's own, it was a 'burgh thing, so I'm gonna just throw it here:

I remember this crap. Not too upset that "he" disappeared, but the fact that $250,000 was spent (even though some of it was "private money") is a shining example of waste.
Coneman's failure should have been foreseen since the Pirates were involved.
Yeah!
Though I suppose about 10 years ago they were only on their 8th losing season.
