Note that the paper occasional fails to get the difference between freeways and expressways.  The paper has US 50 becoming I-70S, and describes I-70N generally being Excelsior Springs to Alton, IL, possibly via Moberly and Mexico (though a map on Page 51/53 shows it potentially utilizing the US 61/AOTS corridor up to Troy.  I-70N sounds roughly like a Trans Texas Corridor type facility.

While most of the report is very unlikely to go anywhere, it seems to be the first to question the Truck Only Lanes project.

That appears to follow Missouri 10 for a bit from Excelsior Springs to Carrollton but that would require HUNDREDS of millions just to upgrade that section. Not a big fan of truck lanes as six laning is only needed for most of I-70 and truck lanes are soooooooo expenisve and over kill. I grew up in the Richmond/Exclesior Springs area so pretty familar with that area.
