Illinois Tollway Bingo Cards

I thought this was really amusing, along with their justification of it.  The Illinois State Toll Highway Authority has devised Bingo cards as a way to keep people entertained, and allegedly, safer.  Hahahaha

What do you think the point of these are?  Who thought of these and what were they hoping to accomplish, do you think?

Reminds me of a road-way bingo thing I had when I was younger. I think I still it, and I'll post a picture if I do.
It's all fun & games until someone summons Cthulhu and brings about the end of the world.

I also collect traffic lights, road signs, fans, and railroad crossing equipment.
