Theoretical mile-based exit numbers in Vermont

Since Connecticut is the latest state to start implementing a change from sequential-based exit numbers to distance-based exit numbers, I sent an E-mail to the Vermont Agency of Transportation (VTrans) asking if they have a plan yet for their own implementation.  Here's the response I got:

With the likelihood that VTrans will eventually have to implement distance-based numbers, I came up with my own theoretical numbers, based on mileages and standard practice elsewhere.  I also eliminated the "N/S" and "E/W" exits that exist (I-91/89 and I-89/US 2 respectively) and replaced them with "AB".  As both US 4 and US 7 have exit numbers, I have included them and VT 279, including scenarios for the rest of the Bennington bypass when/if VTrans ever completes it...the scenarios being whether US 7 gets rerouted to the bypass or if VT 279 gets the bypass and US 7 remains through downtown Bennington.

Was the US 7/I-189 interchange ever numbered?  An atlas of mine from 2001 identifies it as exit 1.
