'Reversed' one-way pairs

I've meant to post about this for a while, but I keep forgetting.

There is a one-way pair in Palestine, TX on FM 322 (Magnolia St., Sycamore St.) that runs between Colorado St. and Spring St. (FM 322's north terminus).  The pairing arrangement is different than most pairs: Sycamore (a block east of Magnolia) is set up as the SB part of the pair, while Magnolia is the NB part.  So, when going east on Spring (US 84-US 287 overlap through downtown), for example, instead of turning right to start on FM 322 on Magnolia, you wait till Sycamore, then turn right.  Meanwhile, those coming NB on FM 322 on Sycamore approaching Colorado, must turn left there, then right on Magnolia to continue north.

There may be more of this kind of one-way pair out there, but the example above is the only one I know of.

PA 3 in West Philadelphia comes to mind. It runs east-west as a one way pair down Chestnut and Walnut St with Chestnut St being the eastbound direction but also the northern most of the two streets. The route comes off of 38th St to start the pairing and to continue west, you have to cross over Chestnut St to get to Walnut a full block later. Pretty much the same scenario as the OP:

There may be more of this kind of one-way pair out there, but the example above is the only one I know of.

I'm wondering if there is a good reason for this, or if they are just too incompetent to know any better. To me, that is quite possible given that this is a small town in a rural area, and they generally don't have a good talent pool to pull from, and fill jobs with any warm body willing to work.

Also, I would close Ave A at both ends in order to eliminate the 5-way intersections, leaving only the middle section for business access.

Other that the one way pair being flipped, there are several other major problems:

I saw something else--the channelized turn intersection shows Loop 127 as North (when the street is angled SW) and South (when that part goes in a E/N/E zigzag pattern)!

It's sad when the onliners among us can do things better than most DOTs can seem to come up with.

NY 32 does this in Kingston.  To make matters even more confusing, the two streets in the pair both end at the same intersection, resulting in the appearance of a divided highway with the directions traveling on the opposite side.

Sorry for the bump, but I believe one reason for the reversed one way pair here may have to do with the interaction with Ave A.  Both Sycamore and Magnolia are two-way north of Spring.  At the Spring/Sycamore intersection, if Sycamore were northbound, you would have 5 directions approaching the intersection.  It is better for traffic to have fewer directions enter the intersection, so they made Sycamore southbound so only 4 directions enter the intersection.
