One would think not. But that left border appears to go all the way to the top edge of the sign with no room to curve around the corner.  And I have seen before exit numbers applied to at-grade right and left turns: US 6 at the I-75 diamond interchange ramps (gone now I think).

the only roads with numbered exits in the area are I-95 and the Turnpike; this sign is on neither.

The above sign most likely was put up in the mid to late 1970's when PA was changing from all-text signage to what you see here.  It probably looked great when it was first put up.  Now it really needs to be replaced, although our group appreciates a photo like this.

That BGS is probably original dating back to when the freeway was built (late 1950s/early 1960s).

See above, IMHO that BGS is clearly older than the 70s and not every PennDOT signs of that era used only text to describe route numbers (though most still did).   

Some old I-95 BGS' that list Delaware Expressway underneath the I-95 shield are probably as old as that PA 63 West BGS.  Although the PA 63 shield might appear be slightly newer; but it might been a replacement for one that fell off or was vandalized early on.

For all we know, the original PA 63/Woodhaven Road Expressway signage may have been an experimental test case for non-Interstate route guidance signage in PA at the time.

These signs are on the Woodhaven frontage roads, which are maintained by the city. I think the reason they're still up is because neither PennDOT nor the city want to have to replace them. They even survived the reconstruction of the expressway a few years ago.
Mileage-based exit numbering implies the existence of mileage-cringe exit numbering.

This is the expressway in question, though.

Something has been eating this wooden sign from the outside. It's amazing that this is still here. Many of the surrounding signs were replaced with Clearview in 2012-2013. Don't know how old this one is.

Awesome find. Classic BC. Though the sign is sooo good it might actually be bad at this point...it's barely readable.

Also cool to see "Route 91" spelled out. BC is rather random with calling highways "routes". Some intersections have street blades with "Route XX" and some have "Hwy XX".
