Northeast Beltway 8/Sam Houston parkway

looks like HCTRA will built the toll lanes of the northeast section of Beltway8 https://www.hctra.org/about_construction/sam-houston-tollway-northeast/  strangely the pictures of the bridges over US-90/Crosby Freeway are in PDF format. This new section of the Sam Houston Tollway is going to be EZ Tag only, just like the Westpark Tollway and the FBCTRA's Fort Bend Parkway Tollroad.  NO CASH, NO COINS, NO EXCEPTIONS!

Why can't HCTRA collect the tolls just like what the tollways in Austin, Dallas and Denver's E-470 are doing right now: video tolling.  Have a video camera take a picture of your rear license plate and pay for your toll by mail.

I spotted at the HCTRA website some proposed and planned projects:
-widening of the Houston Ship channel bridge by adding a second span, construction should begin for 2018
-complete interchange at the junction of Hardy Toll road https://www.hctra.org/about_construction/hardy-toll-road-interchange-at-beltway-8

How on earth are they going to squeeze that in?  VERY small ROW.
