new highway at Elizabethtown KY

I checked Google maps, and the satellite photos show a construction of a new highway parralel to US-31W at Elizabethtown between Elizabethtown Bypass and KY-313. http://goo.gl/maps/gYnoE Is it a future new alignment of US-31W?

It appears to be called the Elizabethtown to Radcliff Connector.  Intended as an alternative to US 31W between the two cities, but it doesn't appear that it will become a new alignment for US 31W.

It could become US 31WW, while the existing US 31W would become US 31WE. /s.
