Isn't West Virginia like that too? WV doesn't have townships either. Does the property tax on vehicles seen in some states go toward roads?

WV has no "county roads" in the sense that that is understood in most states.  All roads that bear a number, including a "county road" are under state control and state responsibility.  In most cities most major streets have a "secret" county number.  Cities are only responsible for, mostly, minor streets.  Counties have no road responsibilities at all.

Property tax on everything, including cars, goes 85% to public schools, 15% to county government, which is mostly cops and running the courthouse as counties provide few services.
