WV has no "county roads" in the sense that that is understood in most states.  All roads that bear a number, including a "county road" are under state control and state responsibility.  In most cities most major streets have a "secret" county number.  Cities are only responsible for, mostly, minor streets.  Counties have no road responsibilities at all.

Property tax on everything, including cars, goes 85% to public schools, 15% to county government, which is mostly cops and running the courthouse as counties provide few services.
