Proposed changes to electronic toll collection in California

For those of you who are interested in the future of the FasTrak ETC system:

Caltrans proposes to amend the California Code of Regulations concerning the automatic vehicle identification (AVI) protocol used for ETC in California.  Specifically, Caltrans is proposing to amend the regulation to define the 6C protocol as the AVI protocol for ETC effective January 1, 2019.  It also will establish a sunset date of January 1, 2024 for the existing AVI protocol for ETC, known colloquially as "Title 21."

The purpose for this proposed change is to help the state's toll facility operators save money by switching to a less expensive technology.

Copies of the Notice of Proposed Action, an Initial Statement of Reasons, which includes a Standardized Regulatory Impact Assessment, and the text of the proposed regulations can be accessed on the Caltrans Title 21 Support webpage: http://www.dot.ca.gov/trafficops/tech/title21.html.  Other related documents are also available at that website.

Any interested person may submit written comments relevant to the proposed regulation action to Caltrans. The written comment period closes at 5:00 pm on February 16, 2017. To be considered by Caltrans, comments must be submitted to and received by Caltrans Division of Traffic Operations, Attention: Steve Hancock, 1120 N Street, MS-36, Sacramento, California 95814; by fax at (916) 653-6080; or by e-mail with a subject line of "Title 21 Public Comment"  at Title.21.Changes@dot.ca.gov before the close of the comment period.

A public hearing on this proposed action has been scheduled.

I'm the operator of a vanpool, and I know that vanpool company, vride, that we lease from runs loads of vans in Orange County. Is this something that would be of interest to such operators, as I'm presuming it would mean new toll collection devices?

As part of the implementing agency I cannot provide you with a recommendation one way or another as to your participation.  That is up to you.  I would recommend that you look at the "Notice" document posted on the website I reference, and make your decision based on that.  You are correct that this proposed change will result in the toll agencies issuing new transponders.
