I've played SimCity 4 on Windows 8.1 with no issues.
Life would be boring if we didn't take an offramp every once in a while

You can buy the game for a whole lot less on eBay.

US 101 is THE backbone of the Pacific coast from Bandon OR to Willits CA.  Industry, tourism and local traffic would be gone or severely crippled without it being in functioning condition in BOTH states.

Nowadays, you could probably find it at your local Goodwill or Half Price Books for next to nothing. I got The Sims for a buck a couple years ago.

No, but they also repackage the game and make it DRM free

Prior to this morning, GOG.com was offering SC4 Deluxe for $4.99 and WITHOUT any DRM.

Thought it odd the original post didn't mention that.

You can download the "Sim City 4 Launcher" from http://www.simtropolis.com/
to run Sim City 4/Sim City 4 with Rush Hour Expansion Pack/Sim City 4 Deluxe on Vista 32/64, 7 32/64 or 8/8.1.
The launcher adjusts settings for muti-core cpu, wide screen monitors and more.
