District 7 Signage Complaint

I just had a friend on FB ask me the following, and alas, I couldn't give her a good answer other than pointing her to District 7, which is notoriously bad for fixing signs. Any other ideas:

Hi Daniel, Do you know a good contact for complaining/ alerting someone about poor freeway signage? I tried using a standard website contact  form around  9 mos ago but got no response and I don't think anything changed. It had to do with a right freeway lane that wasn't marked or signed as exit only, but is. Continuing on the 5 north from the right lane would require a dangerous crossing of the second to right lane, possibly without much positional awareness or one will be forced onto the 110 east. The problem transition is I guess in East LA, 5 N, north of the 10.
