You linked to a very interesting article about the 50th anniversary of ramp metering in CA. 
The first ramp with a meter was the US 101 NB onramp from Sunset in Hollywood.  Interestingly, this ramp has since been removed completely.  The onramp's location was near the corner of Wilton and Harold and it threaded under the US 101 NB offramp to Hollywood Blvd.

Some stuff I've noticed:

-  I had to drive through downtown Novato to get around all that flooding on 37 a couple months back.  Really the whole highway system took a beating with all the storms ripping the roads up.

-  The Lincoln Highway might not be signed well but Historic US 40 is.  Downtown Fairfield had a ton of good signage and even snagged a couple of photos for Flickr collection.

-  The Pfeiffer Canyon Bridge can't get to CA 1 in Big Sur fast enough.  Caltrans shut down CA 1 through to June 14th the last time I looked from the previous May 1st.  It makes me wonder if they will open it at all other than to locals until the Pfeiffer Canyon Bridge is up.
