Mexican Highway 40, What is this?

Found something interesting on Google Street View. I'm actually surprised that they even had this road on street view. When I looked closer at this back road I realized there was very old paint on it. It's not too far from the eastbound lanes on 40. The westbound lanes are several miles north of here. The libre 40, before 40 was multilaned ran close to the eastbound lanes. So is this route the old 40 or is this a newer multilane part that was or is no longer used? It could just be a frontage road, but it seems like it was something else.

That was the old road between Torreón-Parras-Saltillo, the eastboud of current highway uses some portions of the old road and some bypass was built (to avoid sharp curves), I think in the 1990's. Westboud route at north it's new, but that portion of the highway is 4 lanes (libre) free of toll. I'm not sure why they make it like that, but I can tell westboud route its much better and faster than eastboud.

I found this just down the road:

That is a horrible design. The roundabout is a left exit and entrance off of WB MX 40. The buildings within the right of way. Why not just build a diamond and be done with it?

Because... i can't explain better than saying... It's Mexico!... everything here is wrong and bad designed... you can see many bad examples all across the country...

I hope and I dream some day we can have highways at the same level as like in US

They probably built it like this, because it was cheaper to just build one bridge instead of 2 and there probably isn't that much traffic, so they probably just thought who cares. A diamond would have been a better exit though.

And there's a PEMEX in the way. I don't know if it was built before or after the exit was built though.

By the time Mexico gets around to upgrading its infrastructure, development will probably make it impossible outside of rural areas.

I've used this junction more than a dozen times, since we've been driving to Parras annually since 2009. I can tell you that the junction functions perfectly well. Westbound traffic heading south gets a lengthy deceleration lane, turning traffic is fairly light, and the truck stop is a popular stop for buses, trucks, long-distance drivers, and locals alike. The only thing I hate about it is that the north-to-east on-ramp is a blind merge with no acceleration lane at all; I basically have to yield at 25 mph.
Keep right except to pass.  Yes.  You.
