Solid Red and Blinking Yellow Light

Mergingtraffic

During my travels yesterday, I came accross a traffic signal that is usually working but this time it wasn't.  It was solid red but the yellow lights were blinking.  I never saw that before.  Also, to my amazement, traffic on the road was actually treating it like a stop sign.  (It was on CT-34 in Derby, CT, which is a divided highway)
I only take pics of good looking signs. Long live non-reflective button copy!

Never seen that before.  But that's exactly how I would treat it.  What other way makes sense?  Stop and never proceed?  Ignore red and keep going?
