SR 641, What's taking so long for construction to begin?

Last year INDOT said they were going to start construction on SR 641. The consruction was supposed to start in the fall on the roundabouts at the future SR 641 / SR 46 / Riley Road Interchange. It is now late April and there has been no construction at all. Trees are cleared, but that's it. They were done with that part a long time ago. They haven't even started tearing the houses down yet. No one lives in them now obviously, but what I don't get is what is taking so long? Does anyone on here have any answers to this question. If so please let me know. Thanks.

I thought I heard somewhere that SR 641 won't be done for a very long time, I don't think it's a high priority or maybe they don't have the funding yet

A phase of State Road 641 (S.R. 641) project was awarded to Walsh Construction Co. of Crown Point, IN for $25,298,936 in January 2012.  The Major Moves contract is for new road and bridge construction on S.R. 641 from a quarter mile north of Feree Road to three and one half miles north of Riley Road.

Construction was expected to begin April 1 and be completed by the fall of 2013.  The entire bypass, connecting US 41 on the south to I-70 on the north should be open to traffic by the end of the construction season in 2014.

The next phase of the project is scheduled to be let on 12/11/2013 and has been scheduled for that date for at least a couple of months.

I'm curious, is there a contract number for this one. I've been a little curious about the signage along this stretch of SR 641, such as the interchange with I-70. For instance, will Evansville be signed at that exit and will SR 46 be mentioned (I thought there had been talk about the truncation of the the highway to its new interchange with 641, thought that may have been put on hold.)

Regarding contract numbers:  the bits of SR 641 that are currently active are Phases III (contract number 30089) and Phase IV (contract number 30091).  Netservices has the complete plans assembly for 30089 but nothing for 30091, so I think it is probably the one that is still to be advertised.  30089 (for which I have extracted the sign panel detail sheets) just deals with SR 46 and Riley Road.
