Conversely, which interstates connect the capitals of every state they serve? (Intra-state routes excepted, obviously!)
Intra-state ones are still pretty rare:
I-12, I-17, I-72 (or does that cross into MO now?), I-87, I-88E (?), I-97 and I guess all the HI interstates.

Other than I-5 and I-25, I can only think of I-89 that meets the same number of state capitals as states served. I-69 used to, before the MS bit opened.
I think that is interesting how I-69 once served the capitals of both states, but there are no more state capitals on the extension (Though wouldn't it have gone through Little Rock had mainline 69 gone up through Texarkana?).

But I-335 goes into Topeka. I think he included it because it's a 3di from I-35. Also, I-35 goes into the largest cities in most its states.

However, it does pick up Texas's largest metro area - Dallas - Fort Worth.

True, and it goes through San Antonio and Austin as well, so it connects the 2nd through 5th largest cities in Texas. Pretty good for an interstate of its length.

Actually I totally left out Kansas by mistake. And I thought they were just going for capital cities instead of largest cities, hence why I listed Austin. But 35 picks up most of these.

I-40 picks up many state capitals as well. But still misses TX, AZ, and CA
I-80 serves most of its western capital cities until it crosses Illinois

I-89 and I-93 both serve their 2 capital cities, that is if you count Concord, NH as served by I-89
