Linking with SR 76 (Powhite Parkway) west and SR 195 (Downtown Expressway) east in the city of Richmond, Interstate 195 spurs 3.50 miles south from I-64 and I-95 (Richmond-Petersburg Turnpike) along the Beltline Expressway. The tolled Downtown Expressway continues the urban loop southeast 3.39 miles to I-95 at Shockoe Bottom.

The Downtown Expressway (State Route 195) opened from I-195 east to 7th Street on February 3, 1976. Connections to Interstate 95 at the James River bridge were completed by September 1, 1977.1
