California 11


California 11 comprises a planned toll road extending east from California 905 (Otay Mesa Freeway) to a new port of entry to be constructed in far southeast San Diego. The state route spurs east 1.7 miles from the Otay Mesa Freeway to Enrico Fermi Drive in an industrial area at Otay Mesa. The first segment was constructed at a cost of $103.4 million and completed on March 19, 2016.1

13 months of additional construction through November 30, 2016 added three ramps for the overall interchange planned to join SR 11, SR 125 (South Bay Expressway) and SR 905 (Otay Mesa Freeway). The $21 million project added ramps from SR 905 west to SR 125 north, and SR 11 east and west to SR 125 north.2

Upon completion, the new border crossing along SR 11 will shift truck traffic off of La Media and Airway Roads, local roads connecting California 905 with the truck crossing into Mexico. Two additional segments are to be built as funding becomes available.1
