Iowa 946 constitutes a short unsigned route that connects U.S. 20 (Dodge Street) with U.S. 52-61-151 in Dubuque. The route remains in the system as the two corridors cannot meet directly due to the height of the Julien Dubuque Bridge for U.S. 20 across the Mississippi River above the U.S. 52-61-151 expressway below.

The state route follows Locust Street, which is the historic alignment of U.S. 52-61-151 northward to a couplet on the south side of downtown (Locust Street north / Bluff Street south). This route was bypassed to the east with the completion of the freeway northeast to the Dubuque-Wisconsin Bridge.

Leaving the U.S. 52-61-151 freeway behind, Iowa 946 approaches a traffic light with Charter Street and U.S. 20 (Dodge Street west / Julien Dubuque Bridge east). 05/30/11
Locust Street reaches U.S. 20. U.S. 20 links Dubuque with East Dubuque and Galena, Illinois to the east. Westward the route follows a freeway to interchanges with Bryant Street and Grandview and Fremont Avenues on the 90 mile trek to Waterloo. 05/30/11
An expansive intersection joins U.S. 20 (Dodge Street) with Iowa 946 (Locust Street). Thus a sign bridge supports a number of traffic lights between the roadways. This configuration is not common, but is also found in Montgomeryville, Pennsylvania and Columbus, Indiana. 05/30/11

Iowa 946 turns east on a four lane connector to intersect U.S. 52-61-151. The trio upgrade to a freeway north before splitting with U.S. 52 joining Iowa 3 along a surface route through downtown. U.S. 61/151 continue from there to City Island and the Dubuque-Wisconsin Bridge to Dickeyville. 05/30/11
Iowa 946 South
Iowa 946 travels west from U.S. 52-61-151 under a pedestrian bridge to Locust Street, where the route turns south to U.S. 20. Locust Street north enters downtown Dubuque, meeting 3rd Street in three blocks, which leads to the Port of Dubuque. 12/21/09
Now on Locust Street, unsigned Iowa 946 expands to eight lanes for the intersection with U.S. 20 (Dodge Street). U.S. 20 enters Dubuque from East Dubuque, Illinois along the 1943-opened Julien Dubuque Bridge. Westward the highway expands to a four lane freeway to the West End District of the city. U.S. 20 overall travels 301 miles across the state, joining Dubuque with Manchester, 42 miles to the west. 12/21/09
