| Interstate 464 begins where Virginia 168 leaves at the
Interstate 64 (Exit 291) cloverleaf interchange north of Great Bridge in Chesapeake (pop. 199,184).
The first off-ramp of the 4.71 mile Interstate is that of the Exit 1B cloverleaf ramp for Interstate 64 Inner.
Interstate 64 travels the Hampton Roads Beltway for eight more miles before concluding at the junction of

a route from Chesapeake and northeastern North Carolina (via Virginia 168 and the Chesapeake Expressway)
to Newport News, Richmond, and other interior Virginia communities via the Monitor-Merrimac Memorial Bridge Tunnel

| A diamond interchange composes the first mainline exit of
Interstate 464 northbound. Intersecting the freeway here is U.S. 13 (Military Highway) in an east-west fashion.
The Military Highway composes a loop arterial between Suffolk (pop. 63,677) and Norfolk by way of Chesapeake and

| North of the Freeman Avenue diamond interchange (Exit 3) is
the junction with Virginia 337 (Poindexter Street). Designated Exits 4A/B, Virginia 337 crosses the Elizabeth
River between Virginia 239 at the Norfolk Navy Shipyard eastward to Bainbridge Boulevard (U.S. 460 & Virginia
166). The Elizabeth River crossing of Virginia 337 consists of the 1920s-era "Jordan Bridge", a

| One half mile south of the Exit 5 half diamond interchange
at South Main Street. Interstate 464 crosses into the city of Norfolk (pop. 234,403) at this point of the
freeway. South Main Street carries Virginia 337 between Bainbridge Boulevard and Berkley Avenue to the

| The downtown skyline of Norfolk comes into view at the South
Main Street off-ramp (Exit 5). The final interchange of Interstate 464 occurs in 0.75 miles at Interstate
264 to the east of the Elizabeth River. Virginia 337 northbound merges onto Interstate 464 one half mile to the

| A complex interchange composes the northern terminus of
Interstate 464 at Exits 6A/B. A loop ramp is neccessary for the westbound Interstate 264 off-ramp due to the
close proximity of the Elizabeth River Tunnel. Mainline traffic defaults onto Interstate 264 east (Exit 6B)
for downtown Norfolk. Attached to the left of the sign bridge is an advance guide sign for the Exit 9
(Saint Pauls Boulevard) ramp of Interstate 264 east into downtown Norfolk. That ramp departs Interstate 264
