Maryland 41/Perring Parkway, the next exit, is the next pair of exits along the outer loop. A relatively short state route, Maryland 41 connects Interstate 695 in the north with Maryland 147/Harford Road in Baltimore. Maryland 41 has a cutoff ramp connecting southbound with westbound Northern Parkway. The parkway continues south into the city as Perring Parkway then changes to Hillen Road near Chinquapin Run Park. Interstate 83 a major connector between the Baltimore and Harrisburg metropolitan areas via York. It follows the old U.S. 111 corridor, which was constructed in stages through the 1950s and 1960s. Only the southernmost portion of proposed Interstate 83, which would have passes through downtown and then underwater south of Fells Point to meet Interstate 95 at the north shore of the harbor, was not constructed. The three left lanes of the beltway continue straight ahead as the two right lanes prepare to exit onto the continuation of southbound Interstate 83 to downtown Baltimore. Interstate 83 culminates at the top of downtown; it does not connect to any other freeway in the metropolitan area. Photo taken 05/01/04.
In addition to connecting to Interstate 83 south as Exit 23A, this ramp also connects to Exit 23B, Junction Maryland 25/Falls Road north and south. Maryland 25 closely parallels Interstate 83/Jones Falls Expressway south into downtown. Interstate 795, opened in stages in the late 1980s, follows the Northwestern Expressway from Interstate 695/Beltway northeast to Reisterstown and Owings Mills. Originally planned to extend southeast from here toward downtown, the route south of here was not constructed. Northwest of here, Interstate 795 reaches its northern terminus at Maryland 140 north of Reisterstown and east of Finksburg. Photo taken 05/01/04.
Interstate 795 is part of a corridor that connects Baltimore with Gettysburg, Pennsylvania, via Interstate 795, Maryland 140, Maryland 97, and Pennsylvania 97. Several portions of the route are four lanes, but other sections are only two lanes. Historically, this corridor was designated as U.S. 140. Photo taken 05/01/04.

Southbound Interstate 695/outer loop meets Maryland 26/Liberty Road at Exit 18, a fairly sharp right exit off the beltway. Maryland 26 follows Liberty Road and Liberty Heights Avenue southeast into Baltimore City, ending at Maryland 140/Reisterstown Road. Photo taken 05/01/04.

The next exit along southbound/outer loop is Exit 17, Junction Maryland 122/Security Boulevard. Maryland 122 begins at Rolling Road to the west, then heads southeast through this interchange, then connects with Interstate 70 at its final exit before the park and ride (Exit 94). Security Boulevard changes into Cooks Lane. From there, Maryland 122 ends as it enters the Baltimore city limits. Photo taken 05/01/04.

Southbound Interstate 695/Baltimore Beltway outer loop reaches Exit 17, Junction Maryland 122/Security Boulevard. While Interstate 695 retains three through lanes, the far right lane exits only to Exit 16, while the second right lane becomes exit only for Interstate 70. Photo taken 05/01/04.
The interchange with Interstate 70/695 was constructed as four-level symmetrical stack. The interchange of this magnitude was built with the anticipation that Interstate 70 would continue eastward to downtown and Interstate 95. With the cancellation of that project, this interchange remains as a high speed connector for the stub of Interstate 70. Photo taken 05/01/04.
Southbound Interstate 695/Baltimore Beltway Outer Loop reaches Exit 16, Junction Interstate 70. Interstate 70, a nearly transcontinental freeway that spans ten states (beginning in central Utah and extending to the city limits of Baltimore), reaches its eastern terminus just a few miles east of this interchange at a park and ride. Plans called for Interstate 70 to be extended through Gwynns Falls Park and the onward to Interstate 95 southeast of downtown near the interchange with Washington Boulevard, with a spur freeway (Interstate 170) following the U.S. 40 corridor between Franklin Street and Mulberry Street into downtown. Due to local opposition, environmental concerns, and the removal of homes along the corridor, Interstate 70 was dropped from the Baltimore city freeway plans in the mid-1980s. The only symmetrical stack interchange in the Baltimore metropolitan area, the Interstate 695/Interstate 70 junction is best viewed from either direction along Interstate 695. A four-level stack, high-speed connections are provided between all directions of traffic, and the grade separation and layout of the ramps in each quadrant of the interchange is a mirror image of the other quadrants. The top level of this stack interchange carries Interstate 70 high above Interstate 695. Since Interstate 70 ends only a few miles east of here, not much traffic utilizes the top level; in fact, it only carries one lane in each direction. Photo taken 05/01/04.
Notice how the ramps cross each other at the middle of the interchange, creating a pivot point for the interchange. The ramps each carry one or two lanes of traffic. Built at a time when Interstate 70 was planned to extend east to Interstate 95, the symmetrical stack interchange is overbuilt for this location. The connections to/from Interstate 70 east are underutilized, and the connections from Interstate 70 west onto the beltway (and vice versa) are overburdened, since most mainline traffic exits Interstate 70 to use the beltway to reach points north and south.
