Illinois 71 is kind of a cheap one, only passing through three counties, but it counts.  Add 100 to get another cheap qualifier, Illinois 171, which only passes through two counties.  Joliet and Chicago are all it needs to connect to, and it does.

I thought Illinois 146 would fit the bill for sure, but the western end joins Illinois 3 south into Alexander County...its clip of Alexander County's northwest corner invalidates it because it doesn't meet Cairo.

CT doesn't have county seats, but if they did, the seats would be the namesakes for Hartford, New Haven, Litchfield, and New London.  The others would be Bridgeport (Fairfield), Middletown (Middlesex), Vernon/Rockville (Tolland), and Windham/Willimantic (Windham).  For interstates:

84: Misses Fairfield, New Haven, and (for the 2 miles it spends there) Windham.  Hits Hartford and Tolland

91: Hits all 3. New Haven, Middlesex (barely), and Hartford.

95: Hits 3 of 4 (Fairfield, New Haven, New London).  Misses Middlesex

291: Misses Hartford

384: Misses Hartford and Tolland

395: Barely missed New London.  Misses Windham

684: Really?!?

691: Misses both New Haven and Hartford
