Inconsistent “TO” Hwy Signage in Wisconsin

There are plenty of 'end' County (xx) signs here in the Appleton, WI area, too.
Example, SB Ballard Rd (Outagamie County 'E')approaching Northland Ave (Outagamie County 'OO'/old US 41) in Appleton:

County 'E' was cut back from Wisconsin Ave (WI 96) a few years ago, too, and that part of Ballard Rd is now an Appleton city street.

Well, I obviously misremembered, but again I don't think a lack of end signs for county highways in urban areas is that big of a deal.

County KK once went along John St in Appleton but there wasn’t an end sign anywhere. The street was redone and now County KK ends at John St with an end sign on Calumet Street. In nearby Chilton County F ended at US 151 in the city. State Street was redone and County F ends at State Street now with no connection to US 151. It’s signed as “To F.”
Calumet County is trying to eliminate county highways in urban areas which is why County LP was removed after it was redone.

There's no end sign for County Highway H here either
