I'm thinking in terms of "if it doesn't work due to everyone making their decisions based on what is profitable, let's hypothetically mandate that the profit motive be removed from the equation and replaced with a motive for recycling as many goods as possible (as in actually recycling, not just sending to a landfill because people don't want to buy when it's cheaper to make goods from virgin material), and the businesses and organizations involves can make whatever adjustments are required to function in the new regime" (perhaps, for instance, the cost of goods is too low and needs to go up in order to make everything function).

The recycling center does not set the cost of goods.

And now you're fixated on the recycling center, even though I mainly brought it up to refute your assertion that the grocery store would have to do the cleaning.  I honestly don't know why every attempt at explaining this keeps going over your head, but I guess I'll try again anyways.

-Individuals would act as they do now.
-Recycling centers would no longer send materials that can't be immediately used due to lack of cleaning, etc. to landfills.  Instead they would do what is needed to ensure that everything that can be made suitable for recycling, is.
-Companies that make products would be required to use recycled materials first, not virgin material, even if virgin material is cheaper.

Now, if companies are required to buy processed recycled goods, they need someone to buy them from.  Fortunately, the free market, while it sucks at recycling, it is very good at filling empty markets for something that people or companies need to buy.  Thus, we don't need to worry about this part.  And it also solves the "who will recycling centers sell the stuff to be recycled to" problem, so no need to worry about that.  Any costs that are necessary to make this work would get passed up the chain until consumers see them in stores, as happens in capitalism (well, when certain people aren't busy arguing that product shortages are preferable to "price gouging").
