Wilkes-Barre Cross Valley Expressway

Does anyone have any information on the decisions made to build the Cross-Valley Expressways in Luzerne County, PA? I am a native of the area, and have always wondered about the history of first highways I ever knew. I didn't see a thread already on this topic here...forgive me if there is already one.

Not much out there because it gets lumped in the PA 309 history, there is a blurb in this article below but, can tell you, being a Valley native myself, they have been working on it since the late seventies:

My mother and grandparents live in that area.  All I can really tell you is that my grandmother told me that there was an old saying that "it will be done once the Cross Valley is finished" because apparently the highway took incredibly long to complete.

'78 to '92, yeah, that's a long time.
