KY 6000 Series Roads

I was thumbing through KYTC's route logs and came across these very high-numbered, short routes.  At first, I thought they were associated with the Land Between the Lakes, but that wasn't the case.  Really strange little segments set aside for state maintenance.  Anyone know how they got to be designated?

Mostly frontage roads.

I was actually finding examples of them essentially being an overpass over an interstate and then connecting to other minor streets that were also state maintained with different route numbers on either side.

Frontage roads and state-maintained bridges. Mostly unsigned, except for far western Kentucky. Only other place I ever saw one signed was in Letcher County, near Whitesburg off KY 15, but that signage was removed and I think the state may have abandoned that route.

What's scary is that the state numbering series jumps from 3xxx to 6xxx, which means they may anticipate the four-digit route number going into the 4xxx or 5xxx series. New state routes are getting signed in the 36xx range now.
