US Route 97 Alternate Tunnel in Chelan County, Washington

Super trivial/small thing, I know, but I see both being used in web searches and I'm just wondering which one is correct. Is it Knapp's Hill Tunnel, in which it's something that "belongs" to someone named Knapp? Or is it Knapps Hill Tunnel, in which it's named after someone with a (likely) last name of Knapps? Like how Stevens Pass is named after John Frank Stevens.

Again, I know this is minor, but I'm rather curious as different sources can't seem to agree. And there's no Wikipedia article on this. I can't find anything that explains where the name comes from searching on Google, either. USGS place names officially can’t have punctuation. Many places ignore the USGS in common usage because it’s a stupid rule.

(I've added a Google Maps link to the tunnel in my OP, for those unfamiliar with Washington.)

So, by technicality, Knapps Hill Tunnel is correct, going by that "rule." What an unusual rule. Now it's just matter of finding the origin of the name to see, putting the rule aside, what's actually correct since sources, as mentioned, don't agree on whether there's an apostrophe or not.

There is a nearby canyon named "Knapp Coulee," which makes me think the tunnel should have an apostrophe.
