KDOT signing projects processed through Kansas Department of Administration

A couple of days ago, a casual Google search to find out what sign code KR16-1 refers to turned up a treasure trove of past KDOT signing projects.  It was a bit like stubbing my toe on the false door that had Tut's tomb on the other side.

In Kansas, the state Department of Administration runs a procurement portal for all state agencies.  KDOT uses it to accept bids on furnishing (but not installation) of sign panels and also furnishing and installation of isolated signs on a quick-turnaround, work-order basis.  The entry page can be found here:

If you run a search on it for KDOT contracts, including expired contracts, you will see a number of entries for furnishing of sign materials (e.g. retroreflective sign sheeting, roll-up signs for workzone traffic control, etc.) but none for sign fabrication.  I think this has to do with a distinction between contracts and bids that most state procurement agencies have, contracts being for ongoing supply of goods and services according to an agreed price framework while bids are for onetime purchases.  In Kansas, the DA procurement portal provides searchable access to documentation for contracts but not bids.  However, because the DA does not seem to scrub documentation for bid solicitations once bids are taken, it is still available online and accessible through Google searches.

Each bid or contract on the DA portal is assigned an event ID in loosely chronological sequence (we are now up to event IDs in the 4000s).  Currently there is just one event ID per procurement exercise, but in the past it seems the DA assigned a separate event ID to each document associated with a single exercise, so some of the event IDs quoted below are actually ranges.  An event ID can be quoted simply as the number alone, or as the string "EVT" followed by the number zero-filled out to seven digits:  e.g., Event ID 3041 and EVT0003041 refer to the same thing.

By event ID, KDOT signing breaks down as follows (DXAY = District X, Area Y; a separate plans set is available for each district-area combination):

125-129:  Flat sheet and structural signs (fabrication only, installation by KDOT forces) for KDOT projects K-5925-05 (D1A1, D1A4, and D1A5) and K-5929-04 (D6A2 and D6A1) (one plans set dated 2010; others dated 2011).

242:  Apparently a supplement to the bid for event IDs 125-129 to include additional signs for K-13, K-16, and K-99 for KDOT project K-5925-05 (D1A5) (plans set dated 2011).

517-520:  Flat sheet and structural signs (fabrication only, installation by KDOT forces) for KDOT projects K-6254-05 (D4A1, D4A2, D4A3, and D4A4) (plans sets dated 2011).

1415:  Flat sheet and structural signs (fabrication only, installation by KDOT forces) for KDOT projects K-5925-12 (D1A5), K-5928-12 (D5A4), and K-5929-12 (D6A1 and D6A3) (plans sets dated 2012).

1493:  Work-order signing (furnishing & installation) for Spring Hill supplemental exit sign ("Spring Hill NEXT EXIT") under KDOT project EN-3593-01 (memo dated 2012; accompanied by sign layout sketch and sign panel detail).

1580:  Work-order signing (furnishing & installation) for Benedictine College and Spring Hill under KDOT projects EN-3560-02 and EN-3593-01 (memos dated 2012; accompanied by sign layout sketches and sign panel details).

1960:  Work-order signing (furnishing & installation) for a Welcome to Kansas sign in Doniphan County under KDOT project EN-3610-01 (memo dated 2012; accompanied by sign panel detail).

2348:  Flat sheet and structural signs (fabrication only, installation by KDOT forces) for KDOT projects K-5926-12 (D2A2 and D2A4), K-5927-12 (D3A1 and D3A2), and K-6254-13 (D4A1 and D4A3) (plans sets dated 2012).

2998:  Work-order signing (furnishing & installation) for Kansas City College and Bible School under KDOT project EN-3625-01 (memo dated 2014; accompanied by sign layout and sign panel detail).

3041:  Flat sheet and structural signs (fabrication only, installation by KDOT forces) for KDOT projects K-5929-13 (D6A1 and D6A2), K-6254-13 (D4A4), and KA-3296-01 (D5A1 and D5A4) (plans sets dated 2013).

The vast majority of the accompanying documentation is retrievable by running a Google search on {site:da.ks.gov/purch/Contracts/ "signing and delineation"}, but the work-order projects are retrievable only with search {site:da.ks.gov/purch/Contracts/ signing}, which however pulls in a ton of irrelevant results since, e.g., documents with the phrase "at the time of contract signing" are included in the hits.  The links I have found that are relevant are as follows:
