Incomplete streets in Sacramento area: N. Cirby Way, Oak Avenue Parkway

North Cirby Way in Roseville has right of way cleared between Samoa Way and South Cirby Way, but has remained mostly unconstructed for years:

Meanwhile, Oak Avenue Parkway is in two completely separate segments within Folsom, one on the north bank of the American River...

...and one on the south bank (with right of way cleared north of its terminus, but used as a pedestrian path)

Anyone have more information on both roads and why they were never finished?  For the latter I assume this was one proposal for a new American River crossing that ultimately was superseded by the current bridge at the east end of East Natoma Street.

Regarding the Oak Avenue Parkway, I had done some research on that very question of why the two segments did not connect. Some theories can be found at: http://www.tomatopages.com/folsomforum/index.php?showtopic=1898/. These posts are from around 2004, before the current bridge was built. Some theories listed from this page:

- "Oak Avenue Parkway was to continue on a bridge and meet with the Oak Avenue Parkway on the other side of the river. But, Bob Holderness was on the city council back when the bridge was proposed and it would have brought the roadway to close to his home on Saddle Court, so he fought it tooth and nail."

- "A long-time resident told me that the people who bought homes that back to that access area were told when they purchased their homes that the land would never be developed. When they city planned to put the road in, they sued and won."

- "The old Oak Avenue Parkway plan will never be resurrected. Back when it was proposed in the late 80s, the State of California was working with the City to allow some encroachment on Folsom Prison property for the roadway connecting both ends of Oak Avenue Parkway. When the plan was quashed by Holderness and his neighbors, that stopped all the planning and discussions."

At the south end, there are plans for Oak Avenue Parkway to continue to U.S. 50 at a new interchange, and then possibly continue south to serve the proposed Folsom South future residential/commercial development slated for the south side the freeway in Folsom. Relevant quote: "Two new planned interchanges along U.S. 50--at Oak Avenue Parkway and Empire Ranch Road--would provide additional access to the project site. The traffic analysis performed as part of this EIR/EIS will consider traffic along these roadways in relation to the proposed project's internal circulation network and the cumulative traffic conditions. Construction of a portion of these interchanges is required to serve existing development north of U.S. 50. The portion of the interchanges that serve the existing City are included in the City's General Plan and are necessary to serve the City of Folsom regardless of whether or not the proposed project is implemented. The portion of the interchanges that would serve the proposed project, including additional structures and access to U.S. 50, would be necessary as part of the proposed project."
