What's wrong with the example? All I can see is that the days of the week are rather small and there's no info about 3 to 8/11 AM. Otherwise it's pretty damn obvious what it means.

I think the better question is why there are so many varied parking restrictions in one area in the first place. It seems some uniformity would help, and potentially require less signs--easy to remember, easy to read, easy to enforce.
