Similar to the Hierarchy of Interstates and Hierarchy of US Routes in your state threads, this one will have the same format, except for ranking your state's non-interstate freeways and expressways. Doesn't matter if it's a US route, State route, or numberless and identified with a name. Multiple numbers forming a freeway or expressway corridor is allowed. You can exclude one-off city freeway bypasses and isolated freeways if you want to.

I'll start off with Ohio:

1) US 23/OH 15 Columbus-Findlay: Along with I-75 north of Findlay, part of the Columbus-Toledo link.
2) US 35 Dayton eastward: Provides part of the link to Charleston, WV and points beyond for the southern and western 3/4 of the state.
3) US 30: Connects many small-medium sized cities like Mansfield and Canton between the I-70 and I-80/90 corridors.
4) OH 2 Port Clinton-Elyria: Part of toll-free alternative between Toledo and Cleveland. Also passes by Sandusky.
5) US 33 Columbus-Athens:
6) OH 32/US 50: Cincinnati's only divided highway eastward.
7) US 23 Portsmouth-Columbus
8) US 24: Connects Toledo to Ft Wayne, Indianapolis, and points beyond.
9) OH 16/161: Connects Columbus eastward with Granville, Newark and Coshocton, with long-term plans to join up with US 22 to form a Columbus-Pittsburgh corridor.
10) US 33 Bellefontaine-Columbus: There's a Honda plant in Marysville.
11) OH 8: Links Akron and its northern suburbs with Cleveland's eastern suburbs.
12) OH 129: Links Hamilton to I-75.
13) OH 315: Links Downtown Columbus and Ohio State University to the northern suburbs.
14) OH 2 Lakeland Fwy
15) OH 126/Reagan Hwy
16) US 20/OH 10 Oberlin to I-480
17) US 422 I-271 to Auburn
18) US 20 Fremont-Norwalk: Another shunpike route for the Ohio Turnpike. Ranking would go higher if freeway gap between Norwalk and Oberlin is completed
19) OH 11: Not as used as in the past due to population decline in the area, though connects a couple of notable cities in the area.
20) OH 21: Western alternative to I-77 between Canton and Akron.
21) US 52 Portsmouth-Huntington
22) OH 104: Links I-71 and I-70/US 33 in southern Columbus.
23) OH 562: Links I-75 and I-71.
24) OH 176: Alternative to I-77 for connecting Downtown Cleveland to I-480 and its eastern suburbs.
25) OH 4 between I-75 and I-70
26) OH 237 Berea Fwy: Short, though connects CLE airport with I-480 and I-71.
27) US 62 Canton-Alliance: The expressway will eventually be extended to Youngstown, though it seems like that no progress has been done in doing that.
28) OH 5/OH 82 east of the Turnpike: Does a good job at making Warren seem like a larger city than it actually is.
29) OH 823
30) OH 711: Connects Youngstown to OH 11 and I-80 East.
31) OH 2 Cleveland Shoreway
32) US 23/223 north of I-475: Limited use within the state, though forms part of a Detroit bypass for I-75.
33) US 50/OH 264 from I-75 to State/Warsaw
34) OH 844: Very short, though connects the Wright Patterson AFB with I-675.
35) US 62/422 Madison Ave Expy (Youngstown)

California:

-  CA 99 between Wheeler Ridge and Sacramento.
-  US 101/Bayshore Freeway
-  US 101/Santa Ana/Hollywood/Ventura Freeway
-  CA 60
-  CA 58 east of Bakersfield (which includes a couple expressway segments)
-  CA 210

From there are a bunch like CA 57, 71 and 163 that have lesser importance as freeways.  There are some super long expressway segments like US 395 in Owens Valley, US 101 from Gilroy-Gaviota Pass, and CA 152 over Pacheco Pass that are just as important as many freeways.

For some reason I remember a thread like this existing before, but could be wrong.

MN:
1 (tie). MN 100 and Crosstown 62
-MN 36
-MN 77
-MN 5 between I-494 and MN 55/62
-MN 65
-MN 47
-MN 23

Where would US 52 between Rochester and St Paul go? I'm thinking it could be #1, linking two of the state's largest cities.

US 52 and US 169 would be up there, but I wouldn't put either at #1.

For Michigan, I'm trying to decide whether US 131 or US 23 is more important.

Then the next tier, US 31 or US 127?

That about takes care of the longer routes.  We have things like M-6, M-8, M-10, M-14, M-53 and M-59 that serve as quasi-3di routes.  And short expressway portions of US-41/US-2 in the UP.

If this helps US-23's highest traffic volumes in the state are along it's concurrency with I-75 at M-57 which is right around 70,000 vehicles per day.

US-131's highest traffic volumes are in Grand Rapids at over 100,000 vehicles per day.

I guess going through Grand Rapids kind of helps US-131 in this case but US-23 is a viable bypass of Detroit so that's a tough one.

Massachusetts:

- MA 146 - connects Worcester and Providence, two major cities in New England
- MA 2 - only expressway for most of the northern part of the state
- MA 24 - connects Boston with Fall River and New Bedford
- US 3 - connects state with New Hampshire destinations
- MA 3 - commuter route for Boston area, provides tourist access to Cape Cod
- US 1 - commuter route to the North Shore
- US 6 - connects Cape Cod communities
- MA 140 - connects communities in southern part of the state
- MA 57 - connects a few communities west of Springfield
- MA 79 - short freeway in Fall River
- MA 25 - provides connection from I-195 and I-495 to Cape Cod

For Wisconsin, I would say the top four in order are...

1.  US-151 between Dubuque and Fond du Lac
2.  WI-29 between Eau Claire and Green Bay
3.  US-10 between Stevens Point and Appleton
4.  US-53 between Eau Claire and Superior

If someone wanted to switch the first two, I would be fine with that.

Indiana:
US 20/31 South Bend/Mishawaka/Elkhart
US 31 Carmel
IN 912
US 31 South Bend-Plymouth
US 31 Kokomo
Lloyd Expressway
IN 265 (still not signed as I-265)
IN 641
Keystone Parkway
Veterans Memorial Parkway
Sam Jones Expressway
Shadeland Ave
Indiana: counties 100%, highways 100%
Illinois: counties 100%, highways 61%
Michigan: counties 100%, highways 56%
Wisconsin: counties 86%, highways 23%

think US-12 I'd have at #3 or higher on this list from portions going south of Lake Delton towards Illinois line

I would put MA/US 3 over MA 146

I'm guessing that if we treat US 31 from I-465 northward as a single corridor (as I did allow expressways in the OP), it'll be #1 for Indiana.

You could include a couple of other roads that are somewhat controlled access:
1.  US-41  Princeton to Sullivan, IN (about 55-60 miles with no traffic lights, limited access)
2.  US24/IN 25 from Lafayette to Fort Wayne
3.  IN 63 north of Terre Haute
4.  US 231 from I-64 to Ohio River (no lights, very few intersections)

Kentucky's list of possible entrants is dwindling rapidly with the conversion of the parkways to interstates.

1.) Western Kentucky Parkway between I-69/Pennyrile Parkway (future I-69) and E-town.
2.) Mountain Parkway
3.) Bluegrass Parkway
4.) Owensboro bypass (US 60)
5.) Audubon Parkway
6.) KY 841 between US 31W/60 and I-65
7.) Purchase Parkway between Mayfield (I-69) and Fulton/Tennessee state line.

Not included: Pennyrile Parkway (all is now either I-69 or soon to be I-169), Cumberland Parkway (future I-x65), Hal Rogers Parkway (so many at-grade intersections built along the route since the tolls came off that it's not really a "super-2" anymore.) Also not including the Green River/Natcher Parkway because it's now signed as I-165.
