Quote from: route56 on April 24, 2024, 07:07:10 AM106 KA 6264-01: Signage upgrade in Finney County: US 50/400 from Holcomb to the Finney/Gray County Line, US 83 from US 83B to the Finney/Scott County Line, the entire lengths of US 50B and US 83B, and K-156 from the Garden City bypass to the West Junction with K-23

(Emphasis mine).

Some of these signs along the bypass inside the Garden City city limits were posted years before the bypass was completed. If you're driving on Fulton Street, you won't see "Business" tabs with most of the U.S. 50 shields. That's because no one ever bothered to change them.

Other parts have very minimal signage. Northbound Taylor Ave. will have [TO] {50} {83} [forward arrow] assemblies rather than Business 50/83 signs. Locals like myself probably don't care but I think the signage is poor enough that it sometimes confuses those from out of town who want to get back to the main routes.

K-156 signage upgrades should go all the way to Main St., where it ends, rather than stopping at the bypass.

The signage at most of the junctions of the bypass is terrible.

Over the years, the roadgeek community has had a number of discussions about the fact that freeway guide signs in Wichita have historically not used street type designators such as "Avenue," "Road," "Street," "Boulevard," etc. (or their abbreviations).  This was largely true for signs installed as part of original construction of the Kellogg freeway and as a major guide sign replacement in 1998 that covered I-235, I-135, and K-96.  In 2013, KDOT advertised another sign rehabilitation that supplied the missing designators for the last-listed three freeways.

The signing contract in this month's advertisement covers the segment of the Kellogg freeway east of the I-135 turban and will replace a number of signs for the very first time.  Many, but not all, of the replacements will have street type designators that the current signs lack.  Casual review of the plans suggests that designators will continue to be omitted where they would result in a net increase in sign panel area.  Moreover, at least one of the designators used is wrong:  Woodlawn--which is correctly signed as Woodlawn Boulevard on K-96--appears as "Woodlawn St" in the plans.

Are you able to reach out to anyone at KDOT about the Woodlawn error to get the plans fixed before they start making the signs?

In the next week or so, I want to reach out either to the contact person for contractor questions or to the state signing engineer about these suspect legends.  (Besides "Woodlawn St", there is also one instance of "Oliver Rd".)  Before I do that, however, I want to get my ducks in a row and determine what the official sources are for street types so I can cite them properly.

I think part of the reason KDOT hasn't used street types on signs in Wichita in the past is that they sometimes change from one block group to another.  For example, parts of Oliver in Wichita are Oliver Street, while others (including the portion that passes through the US 54-400 interchange) are Oliver Avenue.  Most Wichitans think of Kellogg as Kellogg Avenue even along the freeway segments, but I've found plat maps that show it as Kellogg Street.  There are also plat maps that imply part of Woodlawn is Woodlawn Street and they are unclear as to where any transition from Boulevard to Street occurs.  (Possibly the designations overlap--that absolutely is not supposed to occur under current rules, but a lot of nonsense is effectively grandfathered in because correcting it involves passing ordinances.)  At one time (per the current edition of a manual published by a joint city-county committee on address numbering), there was an attempt to institute a rule that east-west arterials are Streets while north-south ones are Avenues, but that soon collapsed--for example, Hillside is a Street, at least where it interchanges with Kellogg.

Our past experience with suggesting corrections to KDOT signing plans has been that, even if an addendum is not issued before bids are opened, the sheets that are clearly wrong are later voided and replaced with ones that correct the mistakes noted.

The USPS zip code lookup tool will complete addresses with missing parts, such as suffixes, to match what is in the USPS database. That's maybe not the last word on street names, but it is at least halfway authoritative.
