A few general comments:
Loops and spurs (and Beltway 8) should be together. They're a single system that doesn't duplicate numbers except where the loop and spur are adjacent: http://www.dot.state.tx.us/tpp/hwy/sl/sl0019.htm

Farm to Market roads have their own spurs and loops, which are part of the FM system but signed using normal spur/loop shields. Missing: Loop 1 Austin, Loop 12 Dallas, Loop 13 San Antonio, Loop 151 Texarkana, Loop 250 Midland, Loop 289 Lubbock, Loop 375 El Paso, Loop 472 Tahoka, Loop 1604 San Antonio
Loop 49 is signed as Toll 49 and is no longer part of the state highway system: http://www.dot.state.tx.us/tpp/hwy/sl/sl0049.htm
Loop 71 has an unsigned alternate route going around the other side of Presidio La Bahia: http://maps.dot.state.tx.us/ArcGIS/rest/services/ROW_State/MapServer/0/30310/attachments/185853

Aware that they're a single system as far as TXDOT is concerned, with no duplication. I just chose to break them apart into two systems for TravelMapping purposes.
I came across all these cases when going thru the designation files myself. (Another example: 108.)
Beltway 8 is part of the USANSF system for now, and will be moved over to this system when it's activated.

Wow. I was aware of the FM spurs, but this is the first FM loop I've seen. These being part of the FM system, they're not included as part of USATXL or USATXS. They would be included in the Farm to Market Road system (USATXF?) if/when that is created.

Specific comments:

13 is included. I've added 472 to my personal branch of the HighwayData repository. The rest are already included in the USANSF system, and will be moved over to USATXL when it's activated.

Routes such as this (and TX183A, etc.) that were birthed from the various state highway systems, I'm fudging on a little for the sake of getting them included in TM.

If it's unsigned, I won't worry about it.

This route was a bit of a PitA. According the the designation files, it was cancelled in 2002. But it's still shown on the Statewide Planning Map, and signed in GMSV (Same situation for Spur 383, though the designation file description *may* be erroneous). So in it went.

Weird, man. Just bloody weird. The map on p 28 matches the legalese on pp 29-30. The description on p 27 doesn't match those, but it does match the description in the designation file. Truncated in my repository, though I feel a little uneasy about it.
While it's a bit ugly to have a Loop serving as more of a spur and only connecting to the rest of the system at one end, it's not unprecedented: See Loop 275.
