How often have their use been necessary?  When was the last time they were?

The Washington/Baltimore/Arlington CSA has two Key Bridges, a Minnesota Avenue, and a Mannasota Avenue.

Probably once in a blue moon they get used. If they ever fully redeck one span, i expect them to be put into use.

The crossovers have definitely not been used in at least the past 20 years.  Before that, I can't recall a time thru the 80's I recall seeing or hearing of their use either.

In the 90's, the crossovers were reconstructed and a permanent jersey barrier was put in place.  Signage was also removed at that time.  It appears the stripping was redone so that they could be used as a legal U-turn, although they certainly are not advertised for such use.

In the past when I've been snow plowing I-295 & US 130 I've used the crossovers to make my U-turn for 295, and I have parked in the crossover area there as well.

That last statement, it does make sense as a good staging area for Police/Fire/Ambulances/Plows/Construction Equipment.
