Control Cities for DC area expressways / parkways

From the recent discussion about control cities along the ICC, I got to thinking about other control cities that could be used in this area.  Particularly along the limited access roadways that don't currently use control cities.

Outer Loop starting from I-95 in College Park:

Silver Spring / Tysons Corner until US 29
Bethesda / Tysons Corner until I-270
Tysons Corner / Richmond until Dulles Toll Road
Alexandria / Richmond until Springfield Interchange
Alexandria / Baltimore until Telegraph
National Harbor / Baltimore until I-295
Andrews AFB / Baltimore until Branch Ave
College Park / Baltimore until the US 1 and I-95 split

Inner Loop starting from I-95 in College Park:

Andrews AFB / Richmond until Penn Ave
Alexandria / Richmond until the Virginia border
Tysons Corner / Richmond until Springfield Interchange
Tysons Corner until I-66
Tysons Corner / Bethesda until VA-7
Bethesda / Baltimore until MD 187
Silver Spring / Baltimore until MD 97
College Park / Baltimore until I-95
