The blue filter plus a yellowish incandescent light makes green.  These were indicators at eye level for the pedestrian, though by the time I came around the red lights were almost always burnt out.  Sometimes the red light lit up as feedback to tell you you've successfully pressed the button.

Animated arrows at a curve at Westlake Ave. N and N 8th Street, Seattle in 2008.  This was eliminated when this couplet was ended and Westlake was continued as two-way.

There are several giveaways that these signals have been moved from their original location

1. They're not mounted on a 1970s PennDOT stackable mast-arm

2. These are the earliest signals within the intersection, all the other heads in the intersection are LFEs, and the LFE heads are also mounted on the same type of pole that the Eagles are

It's an 8-inch Eagle signal with a 12 inch adapter, once very common in District 6 during the 60s & 70s. Not sure if this is seen anywhere else, these weird "Fish-head" signals are almost impossible to find nowadays. Only a single digit amount are left, what used to be hundreds just four decades ago.

Pennsylvania isn't the only place that has 8" signals with the 12" adapters, some guy named Dan found some in Troy, New York. The left signal is a Marbelite, while the other is a Crouse-Hinds:

For those of you who missed my topic about the origin of the doghouse. Here are some really old doghouses in my area. Where I live there are no doghouses older than these Eagle Signals. Honestly I don't think PennDOT had doghouses before these 12" Eagle Flatbacks. Not the oldest doghouses ever, but pretty far removed compared to other doghouses within the area. As far as I know, these signals were installed some point during the seventies:

The first two I found were in Lower Merion:

The other three were in Levittown section of Bristol Township, in Bucks County (The first two were at the same intersection, and got replaced in June). These are slightly newer than the doghouses in Lower Merion:

These Eagle Flatback Doghouses are so rare it's not even funny. These are the only five in the Philadelphia area that I know of. The oldest doghouse I know of was this 8" Crouse-Hinds type M in Columbus, Ohio:
