The next one should be super easy.

San Antonio, Texas has possibly the best-known route numbered 1604...

Perhaps the highest-numbered controlled-access road in the world?

I think there's some two-lane sections still under construction. Well, it's not entirely controlled-access; but at least four-laned all the way around.

Not sure the general public refers to Kentucky's Parkways by their hidden numbers...besides, Parkways in Virginia and sections of the Dulles Toll Road are actually 9xxxx numbers.

Ha!  Good find.  I think it is safe to say this challenge won't make it that high, unfortunately.

Louisiana would like a word.

Another stumper with 1612.

Texas FM is in the middle of nowhere, but GSV is available: https://www.google.com/maps/@34.2627804,-101.6169537,14.75z

Kentucky's photolog doesn't appear to show any signs for the route:
https://www.google.com/maps/@38.1703901,-82.9488844,16z

Virginia 1612 has a sign right before an old bridge.  I imagine a picture exists of it somewhere but I can't find one.  It is over Maggodee Creek in Boones Mill.  GSV is available:
https://www.google.com/maps/@37.1181405,-79.9418536,18.5z

I haven't gone through the NC secondary routes yet, nor any other possible county routes.

It's been over 10 days, so we're hitting up the Two-Wheeled Texans.

Dude, you are more brave than I venturing into Photobucket-land.  That place has become a cesspool of ads and spam.  I'm not even sure how you procured that photo, but thanks for the effort!
