What are the odds that the area will be cleaned up by late July? I will probably be taking a trip to MI and had planned on returning via the UP and catching I-35 at its northern terminus.

Depends on the rainfall they get in the next few weeks. I would imagine the major roads will be passable by then, but lesser roads likely will still be closed.
