Since June of this year (before I joined) I've been thinking about the concept of having interchanges between two in-town arterials instead of a traffic light, roundabout, or 4-way stop.  I know that these do exist, with a local example being at County CE & N just east of Appleton, WI.

Does anybody know of any hybrid expressway/boulevards with some cross traffic (and maybe traffic lights) and some interchanges along the route?

And what do you think about the idea?  Do you think it could do a good job at easing up congestion, or do you think the additional space needed would offset any potential benefits?

I would not count this one.  First off, it's not in an urban area.  Second, it was deliberately built as a limited-access Durham bypass.  Third, if it wasn't for a couple at-grade intersections on the north side, it would be a Super-2 freeway from NH 155 to NH 108.

Regarding the OP's post, it would mainly be on a case-by-case basis, weighing the situation and merits of a given intersection.  That said, I would tend to shy away from an interchange because of the higher cost and the right-of-way requirements.

Beach Blvd(US90) east of Jacksonville has interchanges with a couple major streets.  Southside Blvd(SR 115) and Kernan Blvd with plans for another interchsnge at Hodges Blvd. SR 115 is not a freeway there even though a lot if maps show it as such.. There are service roads however

Kernan Blvd has interchanges at Beach Blvd and Atlantic Blvd(SR 10)

The US 60 Grand Avenue in the West Valley of the Phoenix metro area is a perfect example of such route.  It runs diagonally across the West Valley, and some of the busiest intersections have been converted into interchanges.  The newest interchange will soon be at Bell Road in Surprise.

What would the speed limit most likely be on an expressway that runs through the heart of a city but has no traffic lights, just interchanges, and a low to medium density of cross traffic?

That would vary by state and possibly county/city.

Probably the most infamous one is Philadelphia's Roosevelt Blvd (US 1) and we all know how safe that road is.

45 mph in FL. There is business and resdential access as welll as other traffic lights

Memorial Drive in Houston.

Practically every NJ arterial.
