While information about the planned improvements to US 31 in Marshall and Fulton counties has been previously posted in the forum, it's worthwhile to take another look.

First, it should be noted that the Marshall-Fulton US 31 Access Control study is not part of the ongoing US 31 ProPEL (North) study, though there's some coordination among the two.

This spring saw the release of the Marshall-Fulton Level 3 Screening Report. The Report's recommendations were then presented at a public open house on March 13, 2015.

Of significance, the Level 3 Report recommended that US 31 be transitioned to a freeway from the town of Argos in Marshall County to just south of CR 700 in Fulton County. Interchanges at SR 10 and SR 110, plus an overpass over US 31 at CR 700, are included in the preferred improvement package. At this time, six other crossing points along the study corridor are undergoing further evaluation.

It would seem then that converting US-31 to a freeway from US-30 south to Rochester would be the next logical move, unless InDOT has been perpetrated by MDOT type thinking.  :-D

It's happening. As expected, residential development is now moving into northern Hamilton County. Regional builder Arbor Homes, based in Indianapolis, has a new, large community planned in the town of Arcadia. Called Langdon Crossing, the neighborhood will be located near the intersection of SR 19 and E. 256th Street, directly west and across from Hamilton Heights High School.

Eyeballing the street layout of the development, it appears the community will comprise 150–200 homes, maybe more. Depending on how fast Arbor proceeds, build-out may take upwards of 5–7 years.

It seems likely the community's vehicular traffic traveling to points west and south, such as Westfield, Carmel, Indianapolis, and Indianapolis International Airport, will use US 31, accessing the highway at the 236th Street interchange (Bakers Corner), instead of coming down SR 19 into Noblesville.

To the west in the town of Sheridan major residential development is underway too. Like the town of Arcadia, Sheridan has water and sewer infrastructure, which facilitates the building of new residential developments. Simply put, no water and no sewers, no housing developments.

As shown, three major housing communities are in various states of development in Sheridan. To the north of downtown, D. R. Horton, generally ranked as the nation's largest home builder, is building Centre Place, a community comprising 154 homes. On 226th Street on the south side, Lennar, another leading home builder, is developing Eastwood Village. And, third, just west of Lennar's development Arbor Homes is building out its large Maple Run community.

Absolutely. US 31 is the connection to "the city" center that is Indianapolis for all of these new homes. SR 19 in Hamilton County is fast becoming a suburban-ish slow churning highway to Cicero and Noblesville.

The whole north side of I 465 is going to witness some very large increases in traffic as the northern communities explode with US 31 right in the middle of it pumping in vehicles.

The final PEL study for US 31 just came out!

Nothing really changed north of US 24...

U.S. 31 South - In Sharpsville, an overpass was added at the intersection of U.S. 31 and County Road 300 North in one of the arterial alternatives and the expressway lite alternative. These changes improve east-west mobility and connectivity.

In the Grissom area, the expressway lite and freeway alternatives include an interchange alternative at the U.S. 31 and County Road 800 South intersection rather than at the County Road 850 South intersection. This change promotes east-west mobility by improving traffic flow while also improving safety.

Looking closely at the recently released US 31 ProPEL South study (Final), it's apparent the study was designed to give INDOT flexibility in how to proceed. This is actually stated in the study, to wit:  "the study provides INDOT with a flexible guide to incrementally upgrade US 31 in the study area to a free-flow facility." [Page 42]

Instead of firm recommendations, the final report offers various "Carried Forward" options. These range from arterial free flow packages to full freeway. All options, with the exception of the No-Build, transform US 31 from W 300 N in Miami County to 276th Street in Hamiliton County to a free flowing facility.

Here's specifically what is being carried forward. Since the No-Build option was carried forward for all proposed upgrades, I have not included it in the list below. Also, I have not included the eliminated packages or intersection points where upgrades have been recently built, such as CR 100 S in Tipton County.

Based on what is being carried forward, inferences can be made where interchanges and overpasses will ultimately most likely be built. For instance, at the US 31/SR 18 intersection in Miami County, three of four carried forward options propose the intersection be upgraded to an interchange. INDOT could, of course, select the RCI of the Arterial, Free Flow package, but, unless they really want to proceed with that basic, inexpensive upgrade, it's going to be an interchange. Similarly, at W 300 N in Tipton County, as all three options propose an overpass, an overpass will be constructed.

All in all, the US 31 ProPEL (South) study has to be considered a success in that provides INDOT a flexible blueprint to incrementally upgrade US 31 on a schedule to be determined later. That's exactly what INDOT wanted.

This is a good blueprint for upgrading the other four-lane corridors, too. Not everything needs to be a freeway, but more access control and fewer traffic lights, especially around cities, would produce a positive ROI than a new all-terrain alignment.

I would support making all of US 31 between Indianapolis and South Bend a freeway. Anything less than that I would not support, since I believe it would be the best way to support long-term traffic flow and access to the US 31 corridor. I don't have as much interest in the US 30 corridor, but since it is already four lanes throughout the entire state of Indiana, adding additional grade-separations, cul-du-sacs and interchanges at key locations would suffice. One last thing: add numbers to all existing interchanges along the US 30 corridor like they have done to US 31's interchanges.

And change the state law to permit a higher speed limit such as 65 mph or 70 mph.

Following are some observations of the US 31 ProPeL (South) study (Final).

The Expressway Lite packages seem to be the most feasible of all the proposed packages as US 31 is significantly upgraded to a free flowing facility, but well short of a freeway. The Lite option strikes a balance between a modest arterial upgrade and the full freeway option. As such, INDOT will be taking a hard look at these packages, which include a handful of proposed interchanges and overpasses. In addition, most other intersections will be either transformed to Directional Median Opening intersections or Right-In/Right-Out intersections. Significantly, driveway connections to US 31 will be maintained in the Expressway Lite packages, but they will be become RIRO only. To facilitate mobility, select U-turn locations will be created. There are 125 driveways in the US 31 South planning area. The breakdown is as follows:

East Union segment — 30
Tipton segment — 28
Sharpsville segment — 17
Miami South segment —14
Grissom segment — 20
Peru segment — 16
Miami Central segment — 0

In the Expressway Lite packages, interchanges are proposed at the following locations:

Division Road — Tipton County
State Road 18 — Miami County

As the process moves forward, there's a good chance the Green-T interchange proposal at SR 218 will be exchanged for a T-Interchange. It's also possible the proposed Green-T interchange at SR 218/W Broadway St could become a Right-In/Right-Out intersection.

Overpasses proposed in the Expressway Lite packages are as follows:

W 500 S — Tipton County
W 300 N — Tipton County
E 600 N — Howard County
W 1050 S — Miami County
W 400 S — Miami County

In total, the Expressway Lite packages propose six interchanges and five overpasses. While five of the proposed interchanges are likely to remain interchanges, the Green-T at SR 218/W Broadway St, as already noted, could become a RIRO. All of the proposed overpasses are very likely to remain.

As for cost, the Expressway Lite packages are mostly moderate. This means they are "doable." There are locations where the proposed upgrades will be a bit costly, such as the Business US 24/Logansport Rd interchange where the mainline US 31 bridges over Business US 24 and the railroad track will have to widened to accommodate the interchange ramps. The interchanges at SR 18 and W 800 S won't be inexpensive to build either.

Intersections which present thorny issues include W 100 N in Miami County and 296th Street in Hamilton County. At W 100 N, the Expressway Lite package proposes a RIRO. To make that work however, the northbound ramp from US 24 will have to be slightly realigned. It seems that's necessary to avoid the ramp weaving into the W 100 N RIRO ramps. At 296th Street, the Expressway Lite package proposed a Directional Median Opening intersection. For the time being, this is workable, as an overpass is proposed for nearby W 500 S in Tipton County. However, the ongoing dynamic changes underway in Hamilton County may soon render a directional intersection at 296th Street obsolete and dangerous, though that outcome is likely 10 or 15 years away.

At Division Road in Tipton County, it seems the interchange option, rather than a RCI intersection, is more likely to be adopted and ultimately built. It was noted in the study that concern has been expressed about large trucks and farm equipment negotiating RCIs. To be sure, a loaded semi crossing two lanes of high speed expressway to make a left turn is not ideal. Division Road is, of course, the truck bypass route for the city of Tipton.

Both officials and residents in the counties of the US 31 (South) study area are likely to be pleased with the Expressway Lite proposals. In Tipton and Miami counties, while mobility is slightly decreased due to lessened access to US 31, it remains more than adequate. In addition, it's very meaningful that driveway connections to US 31 will be maintained.

Expressway Light seems to have decent odds. Building to freeway standards all at once is budgetary impossible.

I am concerned about RCI's in Tipton County. It is so hard to cross the highway with large trucks and farm equipment due to the heavy (24K vpd) traffic. I do this too regularly and it is scary.

If the gap between the current freeway sections (Hamilton County and Kokomo) receive the RCI treatment, I think it will be just as dangerous. Driving a tractor into the fast lane to make a left turn only to merge into another fast lane and then cross yet another lane to the right turn lane - essentially weaving at very low speeds is a horrendous option. RIRO - is not as bad, especially if the two proposed overpasses and an interchange at Division are installed. I do not want to cross US 31 at-grade any more in large equipment.

Those that oppose improvements to US 31 in favor of other projects all have valid points. There are a lot of needs and not enough dollars. Safety is a big issue with INDOT and US 31 traffic south of Kokomo has grown tremendously on a highway segment built to 1965 standards. People drive on these old segments like it is an interstate - and it is not.

Upgrading and adding lanes to I-65 and I-70 remains an INDOT priority. Budget headwinds, however, are proving problematic. With rising costs, $500 million doesn't buy as much interstate upgrade as it used to.

At this time, outside of Marion County, INDOT has two major interstate projects underway — Revive I-70 in Wayne County and Safer Drive 65 in Clark and Scott counties. Both projects add lanes, to a certain extent, to their respective interstates. But again, budget realities have precluded adding as many new lane miles as INDOT wants. Up next is the letting of Contract #3 of the Revive I-70 project, expected to take place in 2027. No decision has been made whether added lanes will be part of Contract #3. After that, nothing much more is known regarding any future I-65 and I-70 projects.

INDOT's main priority is bridge maintenance. After that, road maintenance. Following those two priorities are upgrades to bridges and roads to improve safety and mobility. The potential upgrades to US 31 and US 30 fall under that category, as do improvements to interstates. While these upgrades are important, they are not urgent. A potential bridge failure is urgent.

If the state of Indiana decides to move forward on interstate tolling, we'll probably see a significant uptick in interstate upgrade projects.

Postscript: I neglected to mention the Improve 64 interstate project in Floyd County, which will soon be getting underway. That project includes adding lanes to I-64 from US 150 to the I-64/Spring Street interchange, as well as other improvements. Together, the Revive I-70, Safer Drive 65, and Improve 64 projects represent a very substantial investment to upgrade the interstate highway system in Indiana. Add in the Clear Path 465 and I-65 Safety & Efficiency projects in Marion County and the investment grows markedly larger.

To be sure, it is discouraging INDOT doesn't have a long-term plan to upgrade I-65 and I-70, even though it's considered a priority. There really needs to be a set plan, one that will serve to guide INDOT with interstate upgrades, not only to I-65 and I-70, but for all interstates within the state. Although no additional I-65 and I-70 projects are on the horizon, that doesn't mean potential upgrades are being pushed aside. There are bound to be new projects announced in upcoming years, and some may happen sooner than expected.

Since the determinations of the US 31 ProPEL (South) study (Final) were posted earlier, it's only befitting to do likewise for the concomitant North study. The North study area was approximately 27 miles in length, stretching from CR 300 N in Miami County to CR 700 S, just south of the Fulton/Marshall county line. Parsons was the firm entrusted with the North study.

Similar to the South study, the North study did not issue recommendations, but rather put forward various "Carried Forward" options to be considered further by INDOT. In total, five packages were carried forward, two of which were Arterial Free Flow. There is a combined Expressway Lite/Expressway option, in which some study segments were placed in an Expressway package, while others, an Expressway Lite. Full Freeway was another option. As usual, the No Build option was carried forward for all studied segments.
