Yes, that's correct! This is at the start of the 80 zone on the 406 heading northbound in St. Catharines, Ontario (GSV Link). The road has some tight curves past the upcoming interchange.

Are we supposed to be guessing at the time the picture was taken? It's been a while since I've driven this section, but I believe it's still a variable speed limit area. 🙂

Good point, I was going with the de facto limit :D (you're certainly welcome to submit that number and win the round).
