Plate to person or vehicle after selling?

Some states like CA requires the plate to stay on the vehicle all the time, unless it's vanity.
(You seldom see 8 or 9 series on an early 2000s model car)

But some states like NY requires the plate stay with seller, who can put the plate on his/her new cars.
(This is why in NY you can see A-series plates, issued in 2001, on a brand new car)


Which is better?
I think staying with PERSON makes more sense.
I don't have to change all the information (like, for parking permit and toll tag) after selling my car.
It also identifies if an old car is owned by the owner for a long time or not.
This is useful in used car markets. New plate on a 2000 car means the last owner just bought it and sold it immediately.
